IMO a semantic meaning of something is inherently tied to the idea of a data mart (e.g. the "qualifier" that goes in front of an object: financial revenue, sales revenue, product revenue, etc).
I usually only try to apply semantic meaning when I'm defining a specific data mart. Hopefully done in a way so that parts are reusable, but not necessarily so.
I'm kinda surprised they made it through the whole discussion without mentioning how semantic meanings get organized (no, catalogs don't count).
